Al-Qaeda operatives hijacked and crashed four airplanes in the U.S. on Sept. 11, 2001, killing nearly 3,000 people. In July 2004, the federal commission that investigated the events of 9/11 concluded that “none of the measures adopted by the U.S. government from 1998 to 2001 disturbed or even delayed the progress of the al-Qaeda plot” and pointed out government failures of “imagination, policy, capabilities, and management.”

On Jul. 10, homeland security secretary Michael Chertoff discussed the current state of affairs, saying, “We are entering a period this summer of increased risk. Summertime seems to be appealing to (al-Qaeda). We do worry that they are rebuilding their activities.” Chertoff added that he had a “gut feeling” based on past terrorist patterns and recent statements.

On Jul. 11, Chertoff clarified his remarks, declaring, “We don’t have specific intelligence about an attack—that is, a particular attack against the homeland—that is imminent or scheduled for the summer. It’s important as we go into the summer season, which is typically a time people like to relax, to remind people that this threat is very alive, and the enemy is continuing to try to improve itself and carry out its attacks.”
